According to Japan Tourism Agency, Ministry of Land, Infrastructure, Transport and Tourism, Tokyo won the 1st place where foreigners visit the most and Osaka is the 2nd.
At the same time, Osaka is the 3rd most popular place where foreigners live in Japan.
